Samoa IBC is an Apia-based consulting firm focused on developing the public, private and civil society sectors in Samoa and across the Pacific. Our diverse team at Innovative Business Consultants has a wealth of skills and experience that offer unique approaches that guarantee results over a broad range of business initiatives and development projects.

Established in 2017

After a stint of successful business ventures by husband and wife duo Reverend Bismarck and Leilani Tamati, they began to see the need to apply their approaches to improve other businesses in Samoa. Thus Samoa IBC was born. They quickly realized the cross-cutting role that aid and development play in all sectors in Samoa, and have broadened their horizons to take a more holistic approach to developing Samoa and the Pacific region.

Our Goals

Improve the productivity of the private sector with a primary focus on cultural strengths and local resources.
Enhance aid effectiveness in Samoa and the Pacific through strengthened public policy and relevant and appropriate development projects.
Support the sustainability of Samoa's Civil Society to deliver community-empowering programs and address the needs of most vulnerable groups.

A lawyer with over 20 years of experience in both public and private practice as well as private consulting. A servant of God who seeks to enrich her neighbor, with the resources within her reach.

Experienced lawyer with a passion in representing victims of crimes in court. Over 10 years of experience in public and private legal practice. Adept in analytical skills and providing sound legal advice.

A serial entrepreneur with over two decades of private sector experience across a range of industries. A proven ability to start successful companies and train personnel to run them. Extensive and diverse experience in Marketing, Sales, Public Relations and Communication. A wealth of development and consulting experience from village level production to commercial export.

Felise Va'a
IT/Economic Analyst

A data research and curation specialist with a background in Economics, Mr Va'a has a decade of experience working in a large knowledge base of international topics. Before this, Mr. Va’a has worked 8 years as an Educator in Economics and Computing, as well as a Data Analyst for a major Telecommunications company.

Benjamin Harding
Development Solutions Manager

A development professional with over 15 years of experience living and working in Samoa. Over eight years managing public affairs, political, economic, and defense portfolios for U.S. Embassy Apia. Experienced managing numerous grants, programs, media campaigns, development projects, budgets, volunteer placements, and humanitarian missions involving various federal agencies, host nation governments, and civil society organizations.

Lemalu Kuinimeri Tamati
Culture, Gender & Language Specialist

The wife of the late Rev. Eti Tamati, Lemalu served for 32 years as a Minister's wife/faletua at the Faleasi'u EFKS church. Lemalu was a former head of the EFKS Women's Committee and is the current President of the Early Childhood Education Program.
